Robert Joseph Morris is being held in the Northern Regional Jail in Moundsville under a $1 million cash bond after being charged with four counts of child sex charges.
A criminal complaint filed by the West Virginia State Police on Jan. 9 alleges Morris, 30, of 520 S. Huron St., Wheeling, committed two counts of sexual abuse by a parent or custodian and two counts of sexual assault.
The complaint states Morris had several instances of sexual contact with the victim, who at the time was 3 years old. Officers first received a report of the alleged crime Dec. 5, though the alleged assaults took place between March and May of 2012 at an Eoff Street residence.
Morris was arrested and booked into the jail Monday.
Senior Status Ohio County Magistrate Howard Carpenter set bond at $250,000 for each count, totaling $1 million.
