Ex-Ferry Water Clerk Arraigned

Holly Suzanne Dalton, 35, 821 Woods Lane, Martins Ferry, was arraigned and pleaded not guilty to one count of theft in office, a felony of the third degree occurring Jan. 12, 2010. A status conference was set for Jan. 3, with plea agreement Jan. 31 and trial Feb. 11. A recognizance bond was set.

She appeared Thursday before Common Pleas Judge John M. Solovan II.

She worked in the Martins Ferry Water Department, where she is accused of stealing more than $35,000. State auditors found irregularities in the billing process from 2010 to April 2013. Prosecutor Dan Frye said that while the auditors had been looking back to 2010, they will not be looking back four additional years.

Defense noted that this investigation involves several years of voluminous records.

The city had a $50,000 bond on Dalton, as it does on all employees who handle money.
