Home Rule Bill Hits Impasse

CHARLESTON (AP) - A bill to allow more self-governance by West Virginia cities and towns has hit a snag at the Legislature.

The Senate on Friday refused to accept House changes to the proposal to continue the home rule pilot program.

Cities taking part in the pilot have praised it for allowing them to ease rules for businesses, remedy blighted properties and pursue other improvements.

Delegates removed the Senate's cap on how many more cities or towns could join the program. Another change would force Charleston to repeal several gun control ordinances if it wanted to continue in the pilot.

The bill is headed to a special House-Senate committee to attempt a compromise as the session ends tonight.
