WHEELING - Less than 24 hours after turning himself into authorities, Jarell L. Hurt appeared before Ohio County Magistrate Joe Roxby this morning on a murder charge in connection with the Sept. 13 death of 19-year-old Ashley Blankenship.

Hurt, 21, of 129 15th St., Wheeling, appeared before Roxby via a video teleconference arraignment from the Northern Regional Jail at Moundsville.

After Roxby informed Hurt of the first- degree murder charge against him, and that conviction of the charge could result in life in prison, Hurt requested a court appointed attorney.

Roxby said Hurt now has an option to ask for a preliminary hearing in magistrate court or wait for the case to be presented to an Ohio County grand jury. Hurt will remain in jail pending a circuit court bond hearing.

Today's arraignment came after Hurt turned himself in to Wheeling police at 7:15 p.m. Monday, hours after police issued a release stating a warrant had been issued for his arrest.

A criminal complaint against Hurt - filed on the date Blankenship's body was found inside a 39 Eagle Ave. apartment - reveals that Hurt resided at that address.

The complaint notes that responding officers found the body lying beside a couch in the living room with a gunshot wound to the head.

According to the complaint, Blankenship was identified through a cellular telephone found at the scene and by the word "Ash" tattooed on her body.

It notes that officers located paperwork, a birth certificate and other assorted mail containing Hurt's name inside the apartment.

The complaint indicates a witness told police she and Blankenship were together at a 15th Street residence prior to the murder. The witness said Blankenship had been speaking to and texting another individual throughout the night and Blankenship later left the home in the individual's car.

At a later date, the complaint notes, the individual said that he and Hurt had taken Blankenship to the Eagle Avenue apartment. He said Blankenship was sitting on the arm of a couch when Hurt shot her in the head. "(The individual) said he ran outside and entered his vehicle," the complaint notes.

"Hurt followed and was carrying a brown paper with his bloody clothes in it. (The individual) said he drove to a Wheeling Island address and, upon arrival, Hurt exited the car with the paper bag and ran northwest."

The individual told officers that Hurt returned without the bag or gun and began cleaning himself off with bleach in a shower at the residence.

A resident of the Wheeling Island address told police she received a telephone call informing her about the murder and she then told the individual and Hurt to leave her home, the report notes.

Why the skewed stats. Well, too make a simple point, especially considering the fact that I have taken IBR classes to get FBI certified in statistic submission, the sad fact remains that the FBI statistic IBR/UCR process stinks. It is an unfunded mandate that is antiquated, because it requires an expensive program for complete submission using DB2. Many small Wheeling communities do not even submit stats, and I know for a fact that Wheeling spent YEARS without submitting stats, before they were "caught".

I'm sure this will turn into a years-long process and the local race-baiting group will protest, show up for court, scream "racism" and demand that Hurt be freed.

Apparently, the "system" makes people break the law. We have lost free will and now "the system" controls us.

I have to liken this group's propaganda to "The Shawshank Redemption". "Everyone in here is innocent".

The point I am making is much bigger than this case alone.

Why are their killings, rapes, robberies, assaults, etc. in the paper that do not show up in the FBI crime reports? Shouldn't the numbers match?

ONE murder per year? Are you serious? 1 murder equates to 3.46 murders per 100,000 population. The number of crimes is poorly reported, either intentionally or through negelect. The more crimes reported, the higher the crime rate.

Of course, drug crimes and many assaults go unreported. The two man cruiser, which supporters say makes cops "safer",

For once the focus of crime in Wheeling is not directed to East Wheeling in particular. The crimes on the island and South Wheeling have gone by unnoticed, not news-worthy for far too long

JimmyTee, I looked at your link and it indeed does show violent crime slightly above the national average. It doesn’t say how old the data is though? I have other data for the entire metro Valley (136,000) that rated it as 7 of 10 for violent crime, national average 4. Ellis Wyatt says they “cheat” on how to count crime in 26003 land! How do they count “bodies” that float into the river?

Regardless, note on that same link, click on sex offenders, had 49(!!!) sex offenders for 28,000 population! That’s staggering, which gives me reason to question the “low crime” claim. That same source rated my “little” town of 200,000 with ZERO sex offenders but local registry gives 5. And the Pollution index for 26003 was downright depressing :(.

islandgrl-

you are correct. the driver of the car can actually be charged with the same crime. aiding and abetting crimes that result in a death, the driver can and should be charged with the same crime.

So why is the name of the get away driver not released, and why no charges against him or the woman whose apt they went to on the island? At the very least shouldn't she be charged with hindering an investigation, and him as an accomplise?

Why does it always come back to the Island? I truly wish that one day the good citizens with some assistance can rid their neighborhood of this trash.

This paper always makes Wheeling look very dangerous. It's not that dangerous. The crime index is average. ***********homefacts****/crime/West-Virginia/Ohio-County/Wheeling.html
