Painting Plan A Good Start

A project to improve the appearance of downtown Weirton is unlikely to result in a business boom there. But in contrast to some downtown revitalization plans, this one is being labeled as just a beginning - and we think it is a good one.

Phase One of Project Main Street in Weirton includes a simple facelift. Clearly, that ought to be the first step in any program to improve a business district.

As Mayor Mark Harris has explained the project, it will involve the repainting of 38 buildings in the downtown business district. Harris wants City Council to provide $15,000 to assist with the work.

One noteworthy aspect of the plan is that several business owners already have contributed to it. Some have donated money, labor, materials and equipment. Some have begun cleaning up their buildings.

Far from a government-only revitalization project, the Weirton work appears to be a joint effort of property owners and the city. That is a key to the success of any such campaign. Revitalization cannot be accomplished solely by government.

We agree with the plan, and with Harris' intention to seek public funding for it. Joint participation - already part of the project, as noted above - should be a continuing priority. We don't think private property owners should be given public funds for painting without a certain level of participation themselves, and that seems to be Harris' idea.

Simply improving the appearance of downtown Weirton will not result in a miracle of revitalization. But it is an excellent first step, and we believe it will pay off.

Question: Does Weirton look better now than it did 30 years ago when filmed in the Deer Hunter?

A facelift with paint?

Maybe. But, sometimes gold paint sprayed on one's face causes the face to look maniacal and distorted. Gold paint on exposed beer bellies, however, sometimes spells DEFENSE.
