Police: Victim Was Watched for Days

16-year-old girl was targeted by rape suspect for attack, sheriff says

Investigators believe Victor Stevens stalked a Powhatan Point girl for days before he allegedly crawled through her bedroom window, placed a knife to her neck and raped her.

The 43-year-old Powhatan Point man is facing first-degree felony counts of rape and aggravated burglary. He is accused of raping the teen in the early morning hours of Aug. 13. Belmont County Sheriff Fred Thompson said the alleged victim in the crime managed to stab the suspect in the chest with the knife he used in the commission of the rape. The teen's subsequent scream woke her mother before Stevens left the home, according to the sheriff.

According to Thompson, deputies responded to the area on reports of a bloody man walking nearby. Deputies later found Stevens in his trailer hiding between the mattress and box spring of his bed. At that same time, the victim and her mother were reporting her rape to authorities at the Powhatan Point Police Department.

Thompson said Wednesday that Stevens' home is separated from the alleged rape victim's home by about a quarter of a mile. He said investigators believe Stevens was watching the girl in the days leading up to the rape. According to the sheriff, investigators believe the suspect had seen the victim with her boyfriend and knew when the two were not together. Thompson said Stevens knew where the girl slept and that she was alone when he entered that bedroom.

"We feel he was stalking," Thompson said. "He knew when the boyfriend walked her home. He knew what bedroom window to slither through."

Thompson said Stevens was a sex offender prior to the most recent allegations of rape. The sheriff said Stevens was convicted of gross sexual imposition for inappropriately touching a 13-year-old, mentally handicapped girl in 2007.

Thompson said Belmont County investigators are confident in the case against Stevens. He said the victim and her mother knew the suspect prior to the alleged rape. The sheriff said Stevens even spoke to the girl's mother regarding the commission of the crime.

"He asked (the mother) where the front door was," Thompson said.

Thompson said Stevens was transported to Ohio Valley Medical Center in Wheeling following his arrest. He now is being held in the Northern Regional Jail at Moundsville, but Thompson said Stevens is fortunate that he was able to leave the hospital.

"He laid the knife down, and that was a big mistake for him," Thompson said. "The doctor said another inch-and-half, and it would have got him in the heart. (The alleged victim) yelled, and the mother came in. She found him on top of her. He got out of the house."

Thompson said the teen has been released from a local hospital as well. The sheriff said he has been told the alleged victim and her mother are doing as well as can be expected.

Investigators never recovered the knife. Thompson said he believes Stevens took it from the crime scene and threw it somewhere in the area.

The Powhatan Point Police Department investigated the gross sexual imposition allegations in 2007 and prior domestic violence reports involving Stevens. Chief Chet Oldfield and Thompson both said they consider Stevens to be a sexual predator. Thompson said Stevens will spend the rest if his life in prison if he is convicted of the rape and burglary allegations - and he believes that is where Stevens belongs.

"You cannot rehabilitate sexual predators," Thompson said. "Once they're a sexual predator, they will always be a sexual predator. If they get the opportunity, they will re-offend."

Thompson said Stevens is awaiting extradition at the Northern Regional Jail. He said the suspect is being held in West Virginia because he was treated at a Mountain State hospital following his arrest.

My question is this? The cops arrest this piece of sxxt and do their jobs in 2007. The court system obviously didnt do their job and less than two years later a 16 year old girl gets raped. The question is why is this guy not behind bars? This girl would never have had to deal with this if this guy was in jail. Too bad she missed his black heart, now we have to pay his room and board. Put a bullet in his brain, this clown like so many others just take up oxygen and contribute nothing..

Sherriff Thompson is correct that sexual predators cannot be rehabilitated. In fact, taking this to the next step, no matter what your sexual preferences are, you cannot be changed. So gays will always be gay, men who like big boobs will always like them, etc.

Those who commit violence in their sexual actions against unwilling partners need to be permantently segregated from society, period. No list of sexual offenders, permanent exile. Whether this is by incarceration, a prison colony well removed from the rest of us or by the hangman matters not to me, so long as they are preventwed from going after seconds or thirds.

In the original story, it said that she fought off the attacker. It said nothing about rape.

To all of you liberals on this board: what if this was your parent, sibling, spouse or child? A lowlife scumbag who should have already been castrated breaks into a home, rapes a young girl at knifepoint and escapes. What will the law do to him? If he is convicted (big if), he may find a way to get out of prison. After all, this guy raped a mentally retarded teenager and he didn't spend much time in jail.

Here is what I say. The courts have ruled that you are not entitled to police protection. The courts can be manipulated. In short, there are no guarantees that you will receive justice.

Are you telling me that you wouldn't put a bullet in this loser? If it were my daughter, I would torture this person. Yes, I am a horrible person, blah blah blah.

If you wouldn't do the same for your daughter, you are naive, a liar, a coward or indifferent.

Golden Arm...I realize that peoples emotions regarding this case are running high right now but please identify in the thread of conversation where I trashed the victim in the rape case? The article said, "alleged" victim. What do you say to that? How about the Sheriff describing the mistake the criminal made? Wasn't that thoughtful? Everyone has a right to their thoughts, unless you are like the socialist liberal democrats who love to control peoples conscience thought.

Hey shark, so what are you saying? Maybe they are or were friends, so do you do a background check on all your friends? Maybe in this day and age you should, but you can't move every time a sex offender lives down the road. The shouldn't be living down the road, but castrated and locked away forever, that's my view, been through this before on here. But till that happens what do you suggest? Even if this girl knew the man and or the mother knew him he had no right to assault, rape or touch her, period, or to enter their house. And even if he had been invited in he still had no right to impose himself on a child, end of story. What are you trying to imply, that she had it coming or she in someway asked to be raped? Explain yourself.

Sheriff Thompson is right-on in his statement that 'you cannot rehabilitate sexual predators'. If they are capable of sexually abusing a child once, they will do it again and again!

Anyone who has ever been sexually abused as a child, the best thing that you can do, to protect other children, is to report your abuse to law enforcement. No matter how long ago the abuse happened.

Don't assume that your perpatrater can NOT be prosecuted, and don't assume that he/she can NOT be kept far away from kids.

Laws are changing, and the police are becoming more aware of this overwhelming problem of adults sexually abusing kids.

Pedophiles are nice acting people who plan, groom, befriend, manipulate, and then they will take huge risks to get to their prey.

Certainly you cut to the chase with this issue and determine that a tragic event has occurred by a very dangerous and disturbed individual and that all parents should guard and protect their children at all times, but details are also important. Being armed with the knowledge of the location of a potential physical threat is very important detail. Parents should know where sexual predators are living and act accordingly. You might say, "spare me the details" but the details of the crime and those leading up to the crime are also important. Are you not confused by the article calling the victim an "alleged" victim? Why is that? What about the statement of the Sheriff? The devil is in the details.

I'm a bit confused here....the victim and mother knew the criminal. Not sure if the mother and daughter knew he was on a sexual offenders list or not and that he was only about 1,300 feet down the road from her bedroom window. Immediately following the incident the mother talks with the criminal about what had just happened and he asks her the way to the front door. And now the article said the victim is "the alleged victim". I guess they have to prove that she actually was a victim of the criminal act? On top of that you have a Sheriff specifically pointing out a big mistake that the rapist made during the act. Wonder if any other mistakes could be pointed out.

Society (and judges) only give lip service to protecting youngsters from sexual predators. It seems that for a first offense, sexual predators are often given very short sentences. Much shorter than the victim's, in any case. A year or 18 months seems to be about average for first-time offenders. We have mandatory sentences for drug offenders but not sexual predators. Who are we protecting?

IT'S TO BAD IT WASN'T 1 1/2" the other way or maybe some what lower--life in prison is to good for him--if convicted in prison he will get his own but not the way he likes...
