Wheeling Water Department worker Mark Garbera and Wheeling Fire Department members including Engineer Andy Joltes worked late Wednesday to stem the flow from a waterline break along National Road just outside the Elm Grove location of WesBanco. Although water poured into the bank's basement, a company official said quick response by city crews kept damage to a minimum. Garbera said it was unclear whether the nearby 4-inch line or a 10-inch line running along U.S. 40 had broken.
