Island Residents Rally Support to Fight Crime
By SHELLEY HANSONEast Wheeling residents are being asked to show support for a Wheeling Island endeavor to have an alleged drug house declared a public nuisance.
During the 7 p.m. Sept. 16 City Council meeting, a group of Island residents is expected to ask council to declare a South Penn Street apartment building a public nuisance. Residents said they are tired of putting up with what they describe as continuous drug dealing, noise and garbage there.
During an East Wheeling crime/community meeting held Monday, session leader Lisa Badia said she received a letter from Norma Dorsch, president of the Island Community Association, asking if East Wheeling residents would attend the council meeting with Island residents in a demonstration of solidarity.
''I think they're looking for us to join together because we have some common aspects,'' Badia noted.
Residents of both neighborhoods express concern about similar problems during their respective monthly community meetings.
It was noted residents who want to speak during the meeting must sign up to do so 15 minutes before it begins. City Council meets in its chambers, second floor of the City-County Building, 1500 Chapline St., Wheeling.
Council has used the nuisance ordinance in the past to shut down bars, such as the former Batting Cage in Warwood. Once a property is declared a nuisance, it cannot be used again unless permission is granted by the city.
Councilman Vernon Seals said Wheeling's public nuisance ordinance can also be used on residential structures. He noted there has to be a number of police calls related to the structure - but the city must build its case.
Island business owner Chris Wakim said residents from all Wheeling neighborhoods are being encouraged to attend the Sept. 16 meeting.
In other matters:
- Residents noted motorists are driving too fast on 18th Street and they're concerned a child will be hit by a speeding car.
- Residents noted there are a few property owners they still plan to contact about the state of their structures.
- Downtown resident Charles Ballouz talked about Akron, Ohio, law related to curbing motorists' loud stereos and how Wheeling should adopt it, too. Seals said he talked with City Solicitor Rosemary Humway-Warmuth about the law, and that council may consider incorporating portions of it into its current noise ordinance.
- A resident claimed an officer gave a complainant's name to a suspect during a call for service when that suspect asked for the name.
Another resident claimed they have heard their name repeated over the police scanner by dispatchers.
The residents believe such acts will discourage people from reporting suspect activity in the future. Residents were reminded, however, they can report information to dispatchers anonymously if they choose to do so.
- It was noted the alley between 98 and 100 15th St. is ''very busy'' with suspected drug dealing activity, at all hours. This same area also smells strongly of urine, a resident said.
- Badia, who serves as executive director of the Greater Wheeling Coalition for the Homeless where the meetings are held, suggested more East Wheeling residents should take part in community activities, such as last Saturday's street fair.

PCGS70 thats true,I'm not knocking them,by the time they get to where the call is the drug deal is over! Its not like it takes 20 min for a dope deal. Besides most of the time the "alledged" dealer is back out on the corner before the Officer's can get the paperwork done! they're verbally abused by those they're trying to protect us from! the other nite one of the punks called Officer Nolan a sh**house lawyer because he was checking on a complaint about suspected drug activity.The punk even questioned him if he had a right to be there on the property without a warrant.Why do our Officers have to tolerate that?

exactly Judylynn thats my point! You'd think if they have 1 or 2 units causing issues they would protect and/or want to keep their other tennants who aren't causing problems safe and in there

Not everyone that lives in that building are pazrt of the problem. cris's store and bar have camera's outside and surely have caught the drug activity on tape! Why haven't any of them been arrested?There's a retired Cop and another cop who is still on the local force living right there,yet nothing is done?What happens to the good tennants of that building who are out working making an honest living,paying their taxes? What for obeying the laws they get evicted?Make up your mind people do you want good people living on the Island or not? Protect those who are following the rules don't let them fall thru the cracks.

Chris Wakim better be there so they don't condem his bar and store as being a nuisance to the public. I walked in and turned around and walked out. Too many thugs and too much drama going on in there. That bar ain't for me. Try to go to his store at 11:00 PM. WOW! All the action is happening right there on the side of his store. Chris Wakim is a problem also. Who is next to be voted off the Island by Norma and friends? They better be specific about exactly what constitutes a nusiance or else they will abuse the law and shut people down for personal reasons. First they want you to report crime then if you report it, they call you a nuisence. Okay now I get it. There is no fairness here. If there was fairness they'd go after Norma's crackhouses and Chris' Bar

Hate to say your fighting a losing battle. The dope heads are paying the police, which in turn could care less about it. This article never mentions police until the end. Good Luck!

I hope if this new nuisance ordinance go in to effect, it's going to be a process of fairness to owners. Because It seems to me that this new ordinance will only put a small bussiness owner, that has no control over what goe's on outside of the property and on public space at risk that will let the police department off of the hook for not in control of the public space.>>Peace and Love>>Billy Ray
